I really enjoyed the main game and would probably have paid the $7.50 for the music alone. Sure, it's not perfect (mostly in that the world starts off awesome but ends up feeling fairly lifeless a couple missions in), but it was still pretty damn solid.
The expansion, though: not really worth it and quite a bit different from the main game. They seem to have converted it into some sort of score-attack thing.
$7.50 in USA... 10€ (13-14 US dollars) in Europe. Screw them.

I grabbed it on steam and played for a while. Are all of the "Chapters" 15 minutes long? Not really a chapter imo...
Also, they really like making me drive around. I think in a hour or so of playtime I finished 5 chapters, drove around for 50 minutes, and had actual shooting or active driving with an objective for maybe 10 minutes.
I remember the first one starting like that though, and it got amazingly awesome once it hit its stride. Also, it looks and plays very nice.
I like driving. You get car damage for the slightest mishap (which I actually don't like so much, GTAIV is far more forgiving in that regard), but I love powering through corners and lights. The cops won't even chase you for that.
