Looks like Rock Band $DLC will be locked to Rock Band 3 from here on out according to a representative talking to Joystiq's Alexander Sliwinski. Due to new lighting and animation cues, as well as new instrument support, the stuff released from here on out won't work with the previous games.
Not a huge deal, as Rock Band 3 is really the definitive package, but kinda sucks for people not willing to shell out the upgrade fee.
With the inclusion of 3 part vocals, keyboards, and pro mode, this seems reasonable. Not to mention if you do NOT upgrade you can still access nearly 2000 songs that will work.
I think that most that still play RB1 upgraded to RB2 and most that still play RB2 will upgrade to RB3.
Rock Band 3 is compatible with 99% of previous songs in the entire series (excluding The Beatles). I don't think a game has ever had legacy compatibility on this scale, ever. It's the reason I didn't hesitate to get RB3. It's also the reason I don't have a problem with this at all.
I'm biased in favor here having already upgraded to RB3, but I still can't fault them for this move, though mainly because they are, as previously indicated, still leaving a great many down loadable tracks available to those with RB 1&2.
I'll skip some of the pro content (already got the keyboard, though) but that new PRO mode guitar from Fender early next year looks like an excellent springboard from which to start learning guitar.

A newbie could pick up the Beatles or RB2 bundle with game, guitar, mic and drums for $99. Then grab RB3. Buy new instruments as they become interesting.
It is true I never jumped on the plastic instrument bandwagon but I like the idea of the semi-realistic guitar until they gave me the price anyway. I'm sorry for not buying RB stuff before...oh wait no I'm not, if this one is the one to get. I just find it strange I'm the only one that doesn't find the price tag kind of high. It's not like I called out all previous RB owners tools or suckers now did I? THAT would have been trolling.
Bought all four versions, 90 or so DLC songs and have never looked back. RB parties are just too much fun. Having a band of seven playing Bohemian Rhapsody (as I did at my RB party last Saturday night) is well worth the price of admission.

I don't know... You can use a real guitar now but you can't play Beatles songs? That's like purgatory!

I would have bought Rockband 3... If a single store in my town had gotten any keyboards. No-one has even been able to fill any of their pre-orders yet.
Not a problem for me personally since I have RB3, but it is not cool on Harmonix's part since they marketed RB2 to be compatible with all future DLC.

Really, you're concerned that DLC released today isn't playable on the original three-year old version of a game that has had numerous sequels? Even if it was fully compatible then I have a feeling that you'd probably just say that it's proof that the genre never advances, and "this just gives it the push out the door."
Here's a suggestion: don't read news articles regarding games that you're not interested in.
