Crackdown 2's "Toy Box" Will Make the Game Unplayable
If you downloaded the $DLC portion of Toy Box you may run into the game hanging or the announcers voice repeating until the game hangs. Ruffian Games studo head Gaz Liddon wrote on the forums that they didn't master the $DLC correctly and don't have a time frame of when they'll fix it, but they're working as fast as they can.
If you're experiencing these issues there is a fix, but it isn't pretty and IF you apply the fix you won't get achievements until the update goes live. Check the quotes below for the exact problem and the fix:

here is part of their problem, MS has multiple networks to limit who has access to what data. Testing happens on one of their closed networks, where games are built in such a way that they can't be simply copied to retail kits. When DLC passes testing, which includes the full purchase/download process, it is then sent to a team that "green signs" or "Masters" the content so that it will work on the retail network.
This process should be a relatively simple operation. however, it seams that someone (or multiple people) has been dropping the ball. The rate at which this problems has been cropping up is alarming, hopefully someone high up is taking notice and makes some changes.
Encouraging people to delete their profile is irresponsible. There are a dozen things that could accidentally happen if a newbie does this incorrectly, not the least is nuking a bunch of save games from games that write to the profile.

The whole thing is practically unplayable as is, I'm suprised that they could do anything to make it more unplayable. I think that, in and of itself is an achievment on ruffians part. Kudos sirs, kudos.
Actually, the more correct question is: "How does development miss something like that"? Delivering DLC should be pretty trivial by now.
I suspect that whatever testing that was completed wasn't done using an environment that accurately reflects the final environment. In other words, they didn't dry run it.
