The official Playstation Blog has word that the first LittleBigPlanet DLC, the 'Launch' Spacesuit and a Halloween Mask, will be available on November 6th. The 'Launch' Spacesuit will only be available for free from November 6th to November 19th.
The post also has pictures of additional pay costumes and word that more materials and objects will be available as future DLC.
You cannot create custom costumes. All you can do is modify the costume pieces available with stickers and/or decoration pieces. Even so, when you save the costume, those add'l pieces do not save over, so when you swap to a new one they are lost.
I'm not terribly keen on the whole nickle-and-diming for this sort of game, but it's all optional. Now new levels, new tools for the creation portion of the game...that I can see supporting via DLC.

All the costumes are neat. I got two costumes last night when playing single player and they are both cute.
The art is just amazing in this game... if you have a PS3 you owe it to yourself to buy it. I feel a level design contest in our future.
This is one of the few cute games that is actually fun and okay to play without having to turn in your Dude card or your penis. It's relatively gentle and non-violent...and it's downright awesome in every regard. Especially Sackboy; he's a brilliant character.
Depending on how things pan out, Media Molecule may have just created the next big gaming mascot. Maybe.

those add'l pieces do save for me, I'm likin my pirate sack boy and he is decked out that would make jack sparrow himself jealous. hmmmm i should post a pic is their a thread to post your lbp char?
