Karpyshyn gave us the finale he'd envisioned, and it's much less confused. His idea was that it's the use of biotics that causes some kind of dark-matter buildup in the universe that would eventually lead to the destruction of the universe, so the culling existed to buy time for figuring out how to counter this threat. The star-child or w/e would've been the entity charged with doing that, protected by the Reapers.
The ending should've been Shepard discovering...
