Looks like Fils-Aime is envisioning his latest device that prints money as he dictates that User-generated content is the future for the majority of games. What Fils-Aime fails to recognize is that most people don't purchase user created content for PC for example. Only after a User Mod is updated and polished via official publisher and Developer support (ala Valve/turtle Rock) would a consumer purchase a product. Another downfall to this concept is that user content uses the same game engine which can be a downfall due to restrictions inherent in the game engine. What this means is that most mods are confined to the constrictions the base game imposes (game physics, gravity speed, health/damage systems ect).
"If you're in the entertainment business, any kind of entertainment, this is the game changer because no longer is entertainment a one way street of content created for audiences that just sit back and absorb it," Fils-Aime said. "The era of passive entertainment is waning, active entertainment is where the action is."
"Entertainment consumers are moving from react to interact," he added. "Now fortunately form the start this shift has worked to the advantage of everyone at videogames. It is who we are… Videogames have always been at the front lines of active entertainment and its revolution."

Nintendo could make this work if they worked with the users to polish the content
