Yes, there's already a dedicated store for the PSP out there, but you need a PC or PS3 to access it's content. Well, that should change some time in the near future. From PocketGamer (http://www.pocketgamer.co.uk/r/PSP/PSP+Slim+%26+Lite/news.asp?c=5837):
Chris Eden, Sony of America's senior developer relations account manager, made the announcement at his session at GDC.

Users will be able to access the native PlayStation Store on PSP via a wireless hotspot and purchase and download content directly to their systems without the need to use a USB cable plugged into another machine.
Better late than never, but this is something that should have been there from day one. Hopefully this will mean even more of a focus on content and demos for the PSP.

About friggin' time. High, you've got a WiFi enabled device. Please plug it into the nearest gizmo in order to download stuff. Sigh.

This is a sweet feature for people who are constantly away from their PS3 (me.) When a student, businessman, and or anyone else that is super busy, checks the internet at work, school, etc., and finds an exclusive download for the PS3 that is only available for another hour or so, that sucks. NOW, these kind of people can download those files to their PSP card and take it home with them for later, but the question I have is, can you transfer those files to the PS3 from your PSP?

About fucking time indeed.

Now how about supporting the same video formats the PS3 does instead of artificially boosting the usefulness of Remote Play.

Only took them three years but at least they got it up... or will get it up when we figure out when the "TBD" date is.

I really wonder how much money they've missed out by being so far behind with this kind of thing.
