MEXICO CITY - An explosion occurred near the Mexico City police headquarters Friday, killing one man and injuring a young woman, police said.

Gut instinct is that this is more likely organized crime than terrorism.

The distinction is probably irrelevant, really. Terrorists are organized and are often involved in criminal exploits, such as growing/selling heroin in Afghanistan, to fund their criminal/terroristic activities.
The real difference is in goals. Organized crime is typically geared at economic goals (make money). Terrorism is typically geared at political/social/religious goals.

I think there is a big difference between criminals and terrorists.
Most Criminal organizations keep civilian deaths to a minimum and one of their main objectives is to minimize the amount of exposure they get from the police/press so that business can continue.
The objective of Terrorists is to maximize the amount of civilian deaths and to get as much exposure as possible.
Some gangs can be labeled Terrorists due to the fact that they disrupt civilian life for disruption sake, inspiring terror to mark their territory, making them terrorists.
The biggest criminals organizations are the ones you don't read a lot about.

I somewhat agree with you, but would substitute motive for goals. The goals are essentially the same, on an abstract level.
What motivates man is what differentiates him from others.

I think that's just too simplistic. There are some extremely violent criminal enterprises which terrorize civilians, as there are some terroristic groups which thrive off of illegal activity while working within civilian populations.
