KotOR 3 is not a rumor (someone at Lucasarts confirmed it a long time ago). I do not know if Bioware is developing it.
They are making an MMO. Everyone is hoping its KotOR or star wars related.

I don't believe it has been "officially" announced. But at some point in the past it was made clear that it is a trilogy by the developers. Also, for an RPG, it made piles of money. Publishers like money.
