The guys running the Phantom show never planned on making a console. They're left over scam artist entrepenuers from the dotcom days. They start up a company, get investiment capital, sit around on their asses for a few years earning a big salary and skimming more of the capital off the side then they tank the company and do it all again. Its the easy life.
