Electronic Arts (http://www.ea.com/language.jsp) have released 3 New Maps for The Battle for Middle-Earth II (http://www.ea.com/official/lordoftherings/bfme2/us/home.jsp) on the Xbox Live Market Place.

This game has been out under a month, that says to me that this is content that was held back from release on the game disc for nickel-and-dimeing the customer purposes.

You forgot to include your /end sarcasm in your post.
Remember when everything in a game goes feature finished no more things can be added to the game, then they squash all the bugs and get the framerate right and everything, they could possibly keep working on maps and things after the feature finish, they just cannot be added into the game after that point.
It's not like they add maps the day before it goes gold. Is there a beginning to the game? how about an end? Sounds like a finished game to me, I supposed to witch king expansion should have been part of the game originally as well?

Or written at the same time with the purpose of releasing seperately in a similar fashion to other publishers to see if people were willing to spend their Microsoft Points while still in the initial playing a new game stage.
I don't think it's content is being held back at all, just written at the same time with the intention of releasing seperately. Remember the publishers have known about Xbox Marketplace for longer than us and will have planned their release dates out.
It's down to us consumers to decide which we buy and which we don't.
