Looking for game title

I'm hoping someone can tell me the name of an arcade game I used to play in the late 80's. You played a spy dropping down at the top of a building and had to work your way down. There was enemy spies shooting at you which you could avoid by jumping/ducking. I don't remember shooting back but that's kinda fuzzy. There was red doors you had to enter to get some documents and beyond that you just had to work you way to the bottom.

Any idea? I think it was a pretty popular game at the time so I'm confident someone has a better memory than me.

I've had some points laying around on my wii for more than 2 years. I figured it wouldn't live up to my memories but what the heck, I bought the NES version on there. It's still a fun game. Would have been better with chivos and leaderboard but oh well. It scratched that itch.

Soon as I saw the description, I suspected it was Elevator Action. Played that shit on game boy and loved it. Still remember the song in my head!
