Experienced this on the 360, but I'm pretty sure it's across all platforms.
At some point, you are sent in to collect a bounty on a guy in the strip who is wearing a cowboy hat. You are suppose to take his cowboy hat for proof. Unfortunately, the Strip (And everything else in this game) is like Bad code Jenga, and pulling that hat out causes the whole thing to crash.
Mind you, it didn't happen to me until hours later when it erased several hours of game play. Without the hat, the strip will crash every time. The only solution is to actually where a hat, and then it won't crash. HONEST TO EFFING GOD.
Hopefully, they will release a patch soon, but for the some 40% of people who don't have xbox live, this now makes the game unbeatable unless they can figure out this Cowboy Hat thing. Yay.
