With Super right around the corner, the local Best Buy has several Collector's Editions of Street Fighter IV for the 360 for only 19.99

It's a good chance it's only your Best Buy. Mine got rid of them (among other spare collector's editions) last August.

Could be...perhaps it is regional. One of the locations in my area is giving them away with an XBOX360 purchase! They must have a bit of a surplus.
